Carol (Shixue) Hu joined the Greater Phoenix Economic Council in 2018. As Vice President of Enterprise Solutions, Carol oversees the delivery of market knowledge and strategic optimization for GPEC. She is responsible for developing and implementing the business intelligence strategy, managing contracts, and overseeing enterprise-level technologies that support information management at GPEC.
Carol brings over a decade of experience from her previous roles as an urban planner and community developer for the City of Glendale and Maricopa County. She currently serves as a Planning Commissioner for the City of Phoenix and sits on the Board for the Chinese Chamber of Commerce of Arizona. Previously, Carol held leadership positions as the Vice Chair of the Neighborhood Advisory Commission and as an inaugural member of the Sustainability Commission for the City of Tempe. She has also served as a Board of Director for the American Planning Association Arizona Chapter (AZAPA) and as a Sustainability Advisor for the International Economic Development Council (IEDC).
With a deep appreciation for urban environments and community engagement in Greater Phoenix, Carol is active in numerous program developments, including state and local planning conferences, workshops, the Chinese American Annual Celebration, and various award committees and mentorship programs across the state. Carol is bilingual and has previously lived in China and Canada before making Phoenix her home in 2010. She is currently pursuing an executive MBA from Yale’s School of Management and holds a Bachelor of Science degree in Urban Planning with certification in Geographic Information Systems, as well as a master’s degree in Urban and Environmental Planning from Arizona State University.
