Cindy Navarrete Stotler
Deputy Director, Arizona Department of Housing
Cindy came to the Arizona Department of Housing in June 2021 to serve as the Deputy Director in charge of Operations. Since then she has worked to streamline the agency’s programs and operations, enhance partnerships and communication, implement the $197 million Homeowner Assistance Fund Program, increase gap financing for the construction of affordable housing, and distribute over $190 million in State Fiscal Recovery Funds. Prior to ADOH, Cindy worked for the City of Phoenix for 31 years and held positions in five City departments including Planning & Development, Finance, Budget and Police. For the last five years, Cindy was the Director of the Housing Department managing the City’s Public Housing, Section 8 Housing Choice Vouchers, affordable housing and housing development programs. Cindy’s a Phoenix native, a Certified Public Manager and has both her Bachelor’s and Master’s degrees from Northern Arizona University.
